【摘要】 在中国农村推行村民自治并不断拓展的背景下 ,乡镇政府与村委会的关系 (乡村关系 )存在着不规范的冲突现象 ,严重制约着乡镇行政职能的有效履行。作者分析了乡村关系冲突的主要表现及其成因 ,并提出了将村委会与乡镇人大衔接起来 ;改革乡镇政府政绩考核指标制定制度 ,规范乡镇政府行为 ;明确乡镇政府与村委会各自的职责权限 ;进一步提高乡村干部和农民群众的素质等若干对策建议更多还原

【Abstract】 While a policy of autonomy by villagers is being implemented and promoted in the rural areas in contemporary China,the relations between the People’s Town Government and the Villagers’ committee tend to be nonstandard and incompatible,curbing the effective function fulfillment of the town administration.In this article,the authors analyse the main features of the conflicting relationship and their motivation for this conflicting relationship.At last,the following solutions are proposed:to link the villagers’ committee up to the town people’s council;revise the criteia for assessing the achievements of the town goverment and the villagers’ committee; and further upgrade the quality of the village leaders and the general villager population.更多还原
