【Abstract】 The system of equal distribution of land was initiated at the beginning of the Tang Dynasty for the purpose of strengthening the rule of the country. This system came into being on two preconditions-the existence of masses of land lying waste as a result of the long war and disorder and the emergence of the powerful centralization.
