【Abstract】 After the risk essence of natural disaster being analyzed, the fact that the complexity of systems is the bottleneck of risk analysis on natural disasters is presented. One way to resolve this problem is to treat the risk of natural disasters with the view of fuzzy system, and a general definition of fuzzy risk is presented.
