【摘要】 通过对辖区内厂矿卫生机构运行质量、人力结构、设备资源、功能状况等方面的调查分析 ,提出我国区域卫生规划难以制定和实施的最主要原因是计划经济体制下卫生机构条块分割、政出多门 ,难以协调。该区 1年多来打破系统内外界限 ,实行“村企合并”、“院企合并”、“医保合并”对卫生资源优化配置进行了积极探索 ,其思路是以规划为导向 ,对卫生资源进行战略性调整 ;以创新为手段 ,对现有资源进行结构性重组 ;以产业为方向 ,实施市场发展战略。更多还原

【Abstract】 An investigation into the operative quality, manpower structure, equipment resources and service status of medical institutions in factories and mines within the area under the districts jurisdiction led to the following conclusion. That it was difficult to formulate and implement regional health programs in China was due mostly to the fact that under the planned economic system it was hard to achieve coordination among medical institutions whose links were cut up and which acted upon divided policies from various sources. In the last one odd year, the district broke down barriers between different systems, adopted mergers of village enterprises, of hospital enterprises and of medical insurance agencies, and made an active exploration into the optimized allocation of health resources. The approach adopted by the district was to make a strategic readjustment of health resources under the guidance of the programs, conduct a structural regrouping of existing resources by means of innovation and implement and industry oriented strategy of market development.更多还原
