【Abstract】 In view of the problems existed in environmental protection industry,the paper puts forward that government,from the macroscopical point of riow,is the primary pulling force and main body of ensuring implementation of environmental protection industry, enterprise, from microcosmic point of riew, is the final instigating force and main body of implementation of environmental protection industry, consumer of products is the final inflence and main body of public opinions of environmental protection industry.
