【摘要】 本文系统分析了首都水问题的现状 ,指出 :水资源紧缺 ,供需矛盾尖锐 ;水污染严重,水环境日趋恶化 ;水管理体制不顺、水价不合理、浪费严重 ;产业布局与水资源和水环境的承载力不相适等是目前首都水资源和水环境的主要问题。提出应实施节流 -制污 -开源 -调整产业结构 -改革管理体制等全方位解决水问题的战略思路 ;提出应进一步树立流域系统的观念、可持续发展的思想、市场经济的意识 ;加强科学研究和技术开发 ,增强民众节约用水和保护水环境的自觉性等一系列对策更多还原

【Abstract】 The current situation of capital water issues were systematically analyzed in this paper. The main issues on water resources and water environment are as follows: intense contradiction between supply and demand as a result of water resource shortage, water pollution resulting in water environment increasingly worsen, ineffective water administrative system and unreasonable water price leading to serious waist of water, unfitness of water resource and water environment with industrial distribution and structure. A stratagem thought: increasing income and reducing expenditure-pollution control-adjusting industrial structure was a comprehensive solution to the above problems. Ten counter measures are: setting up idea of flow system, sense of sustainable development and marketing economy, reinforcing science research and technical development, enhancing public consciousness of water conservation and water environment protection.更多还原
