【Abstract】 Even in the condition of fully market economy, the successful cases of internation large river basin’s comprehensive exploitation tell us that the government still plays an important role in the large river’s development. The government has the unsubstitutive effect in following case: taming rivers by law, working out scientific programs and protecting ecological environment.
