【Abstract】 Issuing and implementing Higher Education Law has ensured that higher education be conducted according to law, and be promoted by law. Higher Education Law has specified law standard and made specific stipulations, especially in three areas as the following: reforming educational administration system and reasonably adjusting distribution of higher learning institutions; trying actively to get multi-participation and enlarging multi-supporting channels; enforcing the party and executive authority.
