【Abstract】 It was necessary for Japan to select a rational mode of distribution to overcome the drawback of limited resources immediately after the war. It is now again necessary for the government to adopt mandatory planned interventions in the distribution of resources. In other words, in the distribution of limited resources, priority must be given through financial policies to those industries that claim precedence over others.
