【Abstract】 Some unbalanced circumstances that cannot be ignored have appeared in the carrying out of the family planning policy in the urban areas and rural areas,though great achievements have been obtained in China in this field.Such unbalance ,in the long run,will surely hindey the process of raising the quality of the whole population and will consequently weaken the strength of China in the international competition in the 21 century,which is just opposite to the objective of the family planning policy,Therefore,a family planning law that can promote the good birth and good care must be made as soon as possible,so as to raise the population quality of the whole nation.更多还原
