The problems for the achievements in science and technolgoy of colleges and universities under the condition of market economy come up against difficulties.The inside and outside factors of restricting the achievements in science and technology are analyzed.In order to raise the ratio of it,the situation which is difficult to change is presented, meanwhile ,the development of science and technology in colleges and universities is presented.
