【Abstract】 Problems of poverty and its causes in the converge area of Heihe reservoir are analyzed. Human subsistence and development are the principal aspect of the contradiction because there have been an intense contradiction between human development and environmental protection at present. For solving the contradiction and making development of the converge area sustainable, some proper policies must be adopted for the area development and aiding the poor throught out migration first and developing the local economy.更多还原
