【摘要】 该文简要介绍了“中国农村三级医疗预防保健网的焦点问题、作用机制和发展战略研究”项目的目的、背景、经费来源、研究对象和样本范围。该项目研究旨在明确农村医防保功能落实中存在的焦点问题 ,论证焦点问题的根源、作用机制以及落实各功能所需的前提条件 ,研制我国农村三级医疗预防保健网 (下简称农村三级卫生网 )确定在机制、组织体系乃至管理体制上适宜的发展模式、途径 ,及相应的改革政策、逻辑步骤和可操作方案 ,同时通过对实施效果的系统评价来检验和论证相应的政策思路 ,以总结和推荐符合我国国情的具推广意义的完善农村三级医疗预防保健网的改革方案。更多还原

【Abstract】 This paper presents a briefly introduction on Project “Policy Analysis on Issues, Mechanism and Development Strategies of Three tier Health Care Network in Rural China”. This project is designed to explore the key issues, mechanism related reform policies and prerequisite of three tier health care network. The objectives of the project were identified mechanism, organization system and appropriate development model on management system in order to propose reform policies, logical process and feasible implementation proposal. Based on systematic evaluation on effectiveness of implementation to demonstrate the reform policies which can meet the need for introducing a reform proposal on rural three tier health care network adequate to the concrete circumstance of China.更多还原
