【Abstract】 About the Regional inspector institutions established by Emperor Wu of Han in the fifth year of Yuanfeng,traditional scholarship thought that the Inspectors were assigned according to ZHOU or ZHOU BU. Yet this view leads to a few problems and questions which cannot be explained properly. In fact,ZHOU and BU are two different concepts. What Emperor Wu did is dividing his empire (except the Capital and its outskirts) into thirteen regions for inspection and called them BU. So,it is inspecting region BU that Emperor Wu Setted up.
