【摘要】 根据最新资料 ,比较系统地介绍了日本林业的森林计划体系 ,以及在由传统林业向现代林业转变的跨世纪的转换期中 ,日本林业发展的全盘性的、战略性的总体布局。进而 ,对日本森林计划能够顺利实施的原因做了分析 ,认为国家财政充分有效的投入以及健全的法律规范是日本森林计划得以实施的根本保障措施。日本的一些做法对于我国林业经济体制的改革有一定的借鉴意义。更多还原

【Abstract】 Based on the latest data, the authors introduced Japan′s forest plan system, the overall and strategic arrangement in the process of transforming from traditional forestry to modern forestry.The reasons for implementing forestry plan successfully were analyzed. The authors hold that the effective investment and sound laws and regulations are the cardinal guarantee measurements for implementing Japan′s forestry plan,which can be used as references in China′s reform of forestry economic structure.更多还原
