【摘要】 :尽管人力资本投资对于经济增长和经济发展的重要性已经为人们所熟知 ,但在落后地区仍然存在人力资本投资不足和人才大量流失的矛盾现象。人力资本作为一种“活”的能动性的资本 ,具有高效用性、产权关系的复杂性、效用发挥的不稳定性的特点 ,相应地 ,人力资本投资具有投资的高收益性、投资主体的多元性和投资的高风险性的特点。提高人力资本投资的有效性将是加快落后地区人力资本积累和促进人力资本效用充分发挥的重要途径。落后地区应在产权明晰、投资结构的优化、人力资本投资市场的培育和投资风险的规避四个方面做出努力更多还原

【Abstract】 Although the importance of investment in human capital on economic growth and economic development has been known very well,the lack of investment in human capital and brain draining still exist in plenty in backward regions.Human capital as a living and active capital had the characteristics of high utility,complexity of property right and no stability of utility execution.Correspondingly,investment in human capital has the characteristics of high gain,complexity of investment body and high risk.Combined the characteristics of human capital and investment in human capital,improving the effectiveness of human capital is the important way of accelerating the accumulation of human capital and promoting its utility execution.Backward regions should make great efforts in four aspects:clearing the relations of property rights;improving the investment structure,cultivating the market of investment in human capital and avoiding the investment risks.更多还原
