【摘要】 为探寻市场化改革条件下的环境保护机制和环境保护手段 ,分析了我国市场化经济体制改革进程中的环境经济问题及其产业的经济根源 :市场失灵和政府失灵 ,并根据解决环境问题两种基本经济手段———科斯手段和庇古手段的要求 ,提出了解决我国经济市场化中的环境问题的具体对策。针对市场化改革中出现的环境管理体制不灵活、企业行为市场化、企业环保部门作用弱化、市场机制滞后性等环境管理新问题 ,提出了深化市场取向改革 ,实行环境管理市场化的基本对策和利用环境经济手段 ,实行治污集约化等具体措施。更多还原

【Abstract】 This paper analyses the environmental problems emerging from the market-oriented economic reform in China’s rapid economic development. After exploring the main causes of those problems, the author stresses the two main economic causes, i.e.the market failure and the government failure. On dealing with the environmental problems, two economic means are put forward,i.e. the Pigout and Couae means. The market oriented reforms of the present environment management systems are also described in detail.更多还原
