【摘要】 根据奥格本的“文化滞后论”,理念文化滞后制度文化到一定程度时必将阻碍制度文化的发展。通过对当前我国城市贫困人口社会救助理念建设各要素的剖析 ,认为社会救助理念建设滞后表现为 :政府对社会救助理念建设重视不足和自身理念滞后 ;宣传渠道适应性较弱 ;建设内容不够全面和带有误导性倾向 ;建设对象被忽视。理念建设滞后正阻碍制度建设的发展更多还原

【Abstract】 According to Augerben’s "culture lag theory", when idea culture lag system culture to some degree, the idea culture will block the development of system culture. Through studying on social salvation construction factors of present urban poverty population, we think social salvation idea construction lagging that exhibits: government lacking regard to idea construction an self idea lagging, ways of publicizing adapting weakly, construction content not complete and ignoring construction object.
