【Abstract】 Flooding in Dongting Lake Region is becoming more frequent and harmful in the last decade of the 20th century.The mechanism of flood disaster and countermeasures for disaster reduction are discussed.According to the analyses of the district disaster system,the main cause of the increase of flood disaster is the degradation of the environment and the dislocation of the relation between the lake and rivers.The flood from the upper and middle reaches of the Changjang River is the main hazard.And the socio-economic system is weak to endure the flood disaster efficiently.In order to keep sustainalbe development in this area,the project of “floodwater retaining and discharge” will be carried out, and corresponding measures,including“laws and policy assurence”,“construction and management of flood control projects” and “eclogical enviorenment managment”,etc,will be implemented.更多还原
