【Abstract】 The state policy“exercising the rule of law”shows a way to management.But we shouldn’t only emphasize the number of law,what is more important is to stress the effect of the practice of laws which needs the support and coordination of many social factors.And ethics is of principle guarantee factors.With the moral spirit implied in law as its major premise,the ethics supports to law as its essential condition,and the citizens self control in morality as its foundation,the ethics quality of the law enforcers will ensure the implement of the policy.更多还原
