【摘要】 如何建立和健全失业保障制度 ,是当今各国关心的一个重要研究课题 ,也是深入推进中国经济改革的一个关键问题。中国的失业保障体系是各项社会保障中建立得最晚 ,也是最薄弱的环节。失业保障制度目前只在国有企业中实施 ,社会覆盖面过窄 ,保障功能欠缺 ,管理体制分散 ,缺乏完整立法和统一的管理方法 ,所以在国有企业改革力度加大 ,创造就业机会困难的情况下 ,能否建立和健全行之有效的失业保障制度 ,不仅是深入推动中国经济改革的关键问题 ,也是保证社会稳定的基本条件。更多还原
