【Abstract】 Reform of management system is an important aspect of higher education reform. With idea updating as its preposition and institutional innovation as its key, the reform of management inside colleges must organically integrate the strips and squares which have been cut separately before, actively attract social resources into school running, simplifying the institutions, and vigorously promoting the reform in distribution system.
