【Abstract】 According to the western economist’s view,the paper analyses expenditure on education in different periods and the functions that education is used to enlarge the internal needs and to stimulate the expenses.It also reveals the loss of funds and intellectuals after the foreign education captures the internal market.The consuming concepts are changing now.Then it concludes that it is imperative to turn education into an industry and offers the corresponding countermeasures.更多还原
