【摘要】 中国西南的四川、重庆、云南、贵州、西藏、广西六省市区已探明的水电资源储量达5万亿KW ,可开采装机容量在3万亿KW以上 ,是中国水电资源的富矿区 ,又是中国贫困人口集中的分布区 ,保护生态环境实现水电资源永续利用与贫困人口的扶贫开发存在矛盾 ,向平原地区移民是两全之策更多还原

【Abstract】 In the six southwest prouinces in China--Sichuan、Yunnan、Guizhou、Tibet and Guangxi--it is already made clear that the deposit of water and electricity resources amounts to 5000 billion KW,with the exploitatively stored capacity over 3000 billion KW,which becomes a rich deposit region of water and electricity resources in China and which is also an intensive distribution of the poor population in China.So considering the contradiction between the protection of ecological environment to nealize the susoainable exploitation of water and electricity resources,it is a satisfactory way to both to migrate to the plain region.更多还原
