【摘要】 :本文在分析我国农村社会保障面临的形势和问题的基础上 ,提出了改善和加强农村社会保障的总体思路和具体对策。认为改善和加强农村社会保障是一项复杂的社会系统工程。完成这项工程 ,需要人们整体规划 ,分步实施。在当前和今后几年内 ,应当着力于建立适应市场经济发展需要的、多渠道筹集社会保障资金的机制 ,抓好社会互助活动 ,加强社会保障立法工作 ,建设最低生活保障制度、医疗保险制度和社会养老保险制度更多还原

【Abstract】 Based on the analysis of current situation facing Chinese rural security, the article puts forward an overall conception and some concrete countermeasures. It holds the view that improving and reinforcing rural social security is such a complex systematic social engineering that an entire program and phased enforcement are needed. At present and in the following years, we should lay more emphasis on building a mechanism to meet the needs of market economy and to raise social security funds through various channels. We should also carry out social mutual aid activities and strengthen the legislation of social security law to set up systems of basic living security, medial insurance and social endowment insurance.更多还原
