【摘要】 自 194 9年至 1996年 ,居委会经历了四个历史发展阶段。目前 ,由于由单位控制和管理个人的体制的逐渐消亡以及城市基层管理的需要 ,居委会出现了行政化的趋势。但实际功能的行政化、政府机构对人事和财政的控制等因素的作用 ,使得居委会的变革实际上构成了城市基层政权建设的一部分 ,并在一定程度上影响了民主功能的发挥。本文以社会转型中的上海市居委会组织体制的变迁为研究对象更多还原

【Abstract】 The aim of this paper is to describe the change of residential committee in Shanghai City. Four phases can be seen clearly in the history of the residential committee since 1949. Under the control of the government, todays residential committee is functioning as a branch of the government.
