【Abstract】 Morrill Act was issued in 1826 in the U. S., and consequently the Land-grant colleges were established,which made great contribution to the development of higher education. Since then the American higher education has been made more popular and demoncratic. The purpose, content,and method of higher education have been changed. The function of social service of the institutions of higher learning has been greatly enlarged; scientific research and application of new a chlevements have been combined into one.
