【Abstract】 The quantity of the police forec, the quality of the team and the optimization grouping of both quantity and quality are three basic elements of upgrading the building of the public security team. The character, function, fundamental requirement and mutual relations of the three basic elements will help make clear the main thinking of the public security authority of how to decide necessary quantity of police force, how to enhance the overall quality of the team and how to optimize team grouping.
