【Abstract】 The rulers of Two Han Dynasties (THD) attached much importance to the policy of handling disaster (PHD). It was a basic national policy, which was aimed at consolidating the government and administing the country. Besides a great threat to its economy and politics caused by the disaster of that time, an important factor, which couldnt be neglected, was the rulers new recognication of PHD beeause of their ruling idea of administing nation by Confucianism and esthic law, protecting the environment and paying attention to life.更多还原
