【Abstract】 Innovation is the vigour source and competition foundation of scientific and technological development Adhering to the correct orientation of scientific research is the basic starting point of scientific and technological research innovation;practising the effective management,optimizing and disposing the orientation resources are the important guarantee of giving impetus to agricultural scientific and technological innovation Scientific and technological innovation must be advantageous to integrating closely with economy and this is to measure the value criteria of the agricultural innovation achievements.
