【摘要】 地方政府作为联系国家与企业的纽带在可持续发展中占有重要的地位。但由于地方政府的功能与目标的多重属性 ,决定了其生态经济行为的复杂性。因而研究地方政府生态经济行为 ,建立地方政府生态约束机制是可持续发展重要的理论与现实问题。本文在研究地方政府目标与行为的基础上 ,提出建立地方政府生态经济行为的法律约束机制、行政约束机制及生态补偿机制 ,以约束和规范地方政府行为更多还原

【Abstract】 As a link between central government and enterprises, local government plays an important role in achieving sustainable development. However, local government’s behavior is very complex due to multiple functions and objectives. Thus, it is an important theory and practical problem to research the eco-economic behavior of local government and establish its constraint mechanism.
