【Abstract】 Based on DENG Xiao ping’s theory that “Science and Technology is the Primary Productive Force”, the third generation leaders with Comrade JIANG Zemin at its core devised a strategy to invigorate China through science and education. Putting this strategic policy into practice means to implement the theory that “Science and Technology is the Primary Productive Force” comprehensively further. Also, the CPC central committee, headed by JIANG Zemin expounded deeply about the implication, long-term planning and far-reaching significance of the strategic principle. As a result of doing so, the strategy to invigorate China through science and education have become perfect graducally in theory.
