【Abstract】 Western Development is a very good opportunity in Enshi’s history, according to which, this paper puts forward such countermeasures as accelerating infrastructure construction, developing resources, giving priority to development of advantage industries, strengthening ecological environment protection and construction and enlarging opening up to outside world.
