【Abstract】 For promoting international operation involvement of transnational corporation integration, a country usually takes various preferential policies. This paper uses the general economic model to explain the theoretical base of preferential policies, then talks about the policy object-the measurment problem about the beneficial spillover effect of transnational corporation.The articl probes into the practice of preferential policy around the measurement problem and puts forward the sub optimal strategy of solving the measurement problem about spillover effect game theory.更多还原
