【Abstract】 The main part of North Hunan is the areas around the Dongting lake.Owing to the similarity in natural conditions and the correlation of people’s activities there,these areas have formed a special economic circle,with Changde being part of it.To develop economic integration in the Circle,we should first insist on the principle of protective exploitation,taking ecology as the basis and laying emphasis on regulating rivers and the Lake.Then we should optimize the structures by means of defining their functions so that a point-axis system is formed and promotes the development.Besides,we should suit measures to local conditions and carry them out step by step.And finally we should standardize the polices and make scientific plans,taking the whole Circle into consideration.更多还原
