【摘要】 招标与投标理论中 ,招标人面临的一个重要问题是如何从合格的投标人中选择中标人 ,即招标评审问题 .招标评审由来自不同专业的专家组成 .怎样综合专家的意见 ,得出最能反映专家组意见的结果 ,一直是决策理论的热点问题 .本文对评标的群组决策问题进行了研究 ,将群组决策特征根法 (GEM)和多属性群决策复熵法相结合 ,应用于招标评审过程中 ,针对评审方式的不同 ,得到两种应用方法 .最后用该方法解决了一次国际卫星招标更多还原

【Abstract】 In bidding theory, an important problem faced by persons calling for bids is how to choose the winner from the competent bidders. That is the problem of bidding evaluation. Evaluation group consists of experts and the experts’ decision level is quite different. So, it is all along a popular problem in decision making theory how to combine every expert’s opinion and to obtain the result best reflecting his opinion. In this paper, we studied the problem of group decision making of bidding evaluation. The combination of group eigenvalue method and multi attribute complex entropy is applied to bidding evaluation process. Then two applied methods are obtained by different evaluation ways. At last, we solve an international bidding of man made satellite.更多还原
