【Abstract】 Conduct an analysis of the meaning of permissible discharge quantity of rational distribution of various pollution sources in total qutity control of water pollutants and irrational problems among the existing distribution methods,summing up the factors which lead to the distribution irrationality of permissible discharge quantity.Produce the principle of rational distribution of permissible discharge quantity and on this basis build the model of rational distribution of permissible discharge quantity concerning water pollutants.Such will be conducive to the smooth execution of total quantity control package,effective pollution control and environment improvement in order that the economy oan develope continously.更多还原
