【摘要】 对世界上实行完全个人帐户制度较为成功的新加坡、智利两国的老年社会保险进行比较 ,分析了两者在具体实施过程中 ,在制度的统一性、资金筹集、运营、退休金给付方式和管理等方面存在着诸多不同 ;以及两者在实施效果上 ,如减轻政府财政压力、促进经济发展和受到国际舆论关注等方面又有许多相同之处。同为发展中国家 ,中国在建设与社会主义市场经济相适应的社会保障制度时 ,新、智两国的成功经验 ,有重要的借鉴意义。更多还原

【Abstract】 The paper makes a comparison of social insurance for the aged in between Singapore and Chile, both practices complete Personal Account System quite successfully. It analyzes that there are many differences due to their specific national situation in the process of practicing, such as the system’s unity, fund-raising and management, and pensioning method and administration; but in the effect of practicing, they have many similar points, such as lightening government financial pressure, promoting economic development and becoming the focus of international media. The paper concludes that the success of Singapore and Chile’s is of great reference for China, also a developing country, to use in establishing its social security system, which particularly meets the Socialist Market Economy.更多还原
