【Abstract】 China is a country with serious natural disasters and sudden events frequently occurring in theeconomic and social development, and the disasters directly affect the economic construction, socialdeveolpment and public safety of the whole country.The disaster prevention and reduction should be taken as one of basic national policy of China.Therefore, the long--term planing and a comprehensive legislative syStem of disaster prevention and reduction should be worked out to gear to the needs of disaster reduction and sustainable developmentof China in the 21st century.In this paper, a proposal on the overall study of the guidelines, basic principle and programmeframework for development of China’s legislative syStem of disaster prevention and reduction is put forward.更多还原
