【摘要】 科学研究系统的终身制、资源分配中的平均主义在很长一段时间内严重制约了我国科学研究的发展。因此,在科学研究系统引入竞争机制已经成为科技体制改革最重要的内容之一,而科研评估是建立和运行科研系统竞争机制的必要手段,同时也是检验科研水平、效果的方法。近年来,科研评估已经成为科研管理活动的十分重要的内容,评估对象涉及科研计划、项目、成果、人员、群体、重点实验室、科研院所等。基础研究与应用发展性研究工作的评估,既有共同之处又有各自的特点。应用性科技项目、成果以及从事应用研究的人员、单位的评估,常常以对国民经济建设的贡献、直接经济效益、社会效益等作为评价的指标,具有较强的可操作性。在基础研究领域,如何有效地利用评估手段,恰当地评价科研计划、项目、成果、人才和科研单位,正确导向,推进科学研究的调整改革,全面贯彻落实中央关于“稳住一头,放开一片”和“有所为,有所不为”的科技工作方针,引导我国科学研究工作健康发展,的确是各级科研管理工作者应当重视的紧要问题。更多还原

【Abstract】 The evaluation of scientific research has become an important content of scientific management. It is excessive-ly frequent relating to evaluation activity of basic research. It includes the evaluation of scientific research project, item, fruit, scientific research personnel and institution, and so on. It results in a series of harmful effect if the evaluating systems are disordered. Up to now, there are no systems of standard index and identifying specialists, and the evaluating rules are not perfect, managers were eager for quick success and instant benefit, etc. The paper points out that the evaluating activities of the basic scientific field should abide by the principles of guiding to achieve the na-tion science goal, creating relax environment for scientific research, perfecting system of legislation and supervision. It makes some suggestions on index system of evaluating ba-sic scientific research.更多还原
