【Abstract】 This article analyses three structural characters of Common Property Resources-non-exclusive property right,inequality of two transaction sides, non-transferability of the property right and these decisions to short-time use behavior of Common Property Resources open obtainability, exclusive of use result, the gained benefit of individual use is always more than the shared cost of individual.
