【摘要】 指出我国医疗机构目前存在的主要问题,即医疗服务供求关系失衡,效率低下;医疗费用迅猛上涨,服务成本不断扩大;行业和内部管理松懈,社会反响强烈。在分析其产生原因的基础上提出相应的对策建议,即改革医疗机构管理体制;推行医药分业,实行医疗机构分类管理;实行从医资格认定管理,医疗机构用人实行合同聘任制。更多还原

【Abstract】 For steady developments of sciences, technologies, intellectual economy and social progresses, medical institutions should provide and continuously improve high value-added, cost-effective, efficient, and comprehensive health services, through coordinated sets of measures, including: restructure and classify the management of medical institutions so as to make better, active and full use of the existing resources and facilitate work division and cooperation by rational use of intra-and inter-hospital referrals;explore separation of pharmacy’ s economic management from hospital,as a measure for control of rapid rise in medical expenses; take practical, feasible, effective measures to set and improve standards for various fields of medical services and provide assessments to ensure and raise quality of medical services; adopt a flexible employment system and introduce contract employment so as to optimize the construction of the contingent of medical professionals; uphold and advance reform efforts for continuous improvement and perfection of benefits of medical services.更多还原
