【Abstract】 The current layoff problem is the result of the conflict between labor quality and the quality of the economic society in its development towards a market economy ,and it is the consequence of repetitive construction ,indiscriminate investment and accumulated con tradiction in enterprise management mechanism . Resolving the problem means a shift from the belief in planned economy to that in market economy. It signals the beginning of an overall improvement of labor quality and mirrors China’s systematic reform .
