【Abstract】 This paper introduces the concept and feature of public goods as well as the classification of different types of goods,applies the criterion of the classification of goods in the theory of public goods to the classification of Chinese Railways. Accordingly,some enlightenments of Chinese Railways reform can be obtained that the principle of proper system of property,rights is established for different kind of goods with different feature;that the still existing problem of the transportation administration system of Chinese Railways is analysed. From the above,some practicable policy suggestions to Chinese Railways reform are given.更多还原
