【摘要】 文献计量学的理论研究及其实际应用都迫切需要开展文献计量工具和手段现代化的研究。本文在对《中国科技论文与引文数据库》等几个库进行简单评价的基础上，提出以国家科技部及有关主管部门出面组织调控，多快好省地建立以该库为核心的、更科学、更权威、多功能及整体化的科技论文、科技期刊评价系统的建议，并对完善指标体系、筛选评判方法及加强计算机辅助分析软件研究等进行了探讨。更多还原

【Abstract】 On the basis of the simple review of “Chinese Scientific and Technical Papers and Citations Database” and other databases,the paper puts forward a proposal that the related department responsible for the work of the Ministry of Science and Technology should act as a mediator to organize the regulation and control.Taking the database as the core,a more scientific,more authoritarian,multifunctional and integrative evaluation system of scientific and technical articles and periodicals should be built.The paper also makes research on the improvement upon metering index system,document statistical means and computer aided analytic software.更多还原
