一个蔬菜科研单位的体制改革
System Reform about One Institute of Vegetable Science
【摘要】 劳动、人事、分配三项制度改革是科研单位求生存、求发展的重要举措。南京市蔬菜科学研究所在劳动用工制度上引入竞争, 所内进行 “双向选择”; 在人事制度上实行全员聘用, 注重实绩, 打破工人与干部界线; 在分配制度上强化激励, 奖勤罚懒, 分配拉开档次; 在改革中迈出了一条新路。
【Abstract】 Reform of the three systems of labour,personnel and distribution is one important move for scientific research units to seek existence and development.Nanjing lnstitute of Vegetable Science has introduced competition in system of using labour,carried out“two way selection”inside institute.They have practised whole staff employing in personnel system,emphasized tangible achievements,broken the boundary line between workers and cadres.ln distribution system,they intensify encourage,reward the diligent and punish the lazy,widen the distribution difference between different grades.Therefore they have made a new road in reform.
