【摘要】 以全世界森林资源减少及其后果为背景,论证了保护天然林是世界性生态环境保护的大趋势。阐述了天然林保护工程是实现可持续发展的一项重大战略。是社会经济发展变化的必然选择,是从根本上扭转国有林区发展方式的战略措施,将引导国有林业走上多功能利用的现代林业发展道路。国家林业局及时制订了《重点地区天然林资源保护工程实施方案》,落实方案应卓有成效地做好森林类型划分准备工作,正确处理好木材供需矛盾,加快商品林基地建设,搞好百万富余人员分流转产工作。建议建设区域性天然林保护示范区,成立天然林保护工程领导协调小组和专家咨询组,提高工程建设的科技含量。更多还原
