【Abstract】 Our country’s old professional technician management system was once designed for planning economy. It is too outdated to fit the new environment now with the society’s deeper development. Vocational Qualification License System(VQLS) then provides a new manner for our country’s professional technician management. It has characteristics of both enforceability and flexibility. With these characters it is possible to rule national professional technician management actives effectively by laws while emphasizing market power. We seriously discussed the VQLS from its theory and practice aspects in this paper. The definition and contents of VQLS are given. The legal origin and law bases of VQLS are deeply analyzed. We also fully analyzed our country’s social environment, necessary prerequisites and steps to carry out the VQLS. Based on these analyses, we recommend some vocations should be involved in VQLS recently. We also propose an integrated frame of national VQLS, including legislation frame, practice frame, vocation frame and scheme frame. It is not only a theory model but also a practice guidance to develop and carry out our country’s VQLS. This paper is helped to understand VQLS and provides practical policy suggestion.更多还原
