【Abstract】 With the development of electrical power system,it is necessary to manage electricity in commercial operation. On the other hand, well developed SCADA are now widely applied in all level electricity management departments. It is obviously significant on society and economy that the electricity management can be based on processing the data obtained from SCADA. A general and relatively independently commercial electricity operation system is introduced. It can be easily linked with SCADA and have no any negative effect on its normal running.
