【摘要】 国家开发开放长江流域的战略决策的效应十分明显，长江经济带在全国的地位不断上升，中国沿海经济增长重心已由南部转移至中部。国家对地区发展的宏观调控在长江流域得到实现，上中下游发展差距有所减缓，中游地区发展较快。农业对经济带的支撑能力有所加强，工业内部结构调整和产业政策的选择与实施初见成效，基础设施和基础产业对下游地区发展的制约作用得到缓解。利用外资取得新进展。同时长江经济带发展中也存在许多问题，农业发展在全国的地位不断下降，工业运行的质量不高，基础设施对中上游发展的制约作用依然存在，经济外向度较低，社会发展滞后，流域环境未得到根本好转，资源开发和工程建设尚存在许多问题等。更多还原

【Abstract】 The effect of developing and opening the economic belt along Changjiang River has been all the more obvious,in as much as the standing of the economic belt along Changjiang River is going up, and the center of economic increment along the sea is shifting from the South to the Middle. The nation’s macro-control over regional coordinated growth is realized in Changjiang River Basin, thus the growth gap between cities along the river is diminishing, and the Middle reach is developing relatively fast. Supporting capacity of agriculture is being strengthened in the basin, adjustment of industrial structure and instituting industrial policies win initial success. The restrictive effect caused by inadequate infrastructure construction and fundamental industry is alleviated in the Lower reach. The use of foreign capital makes new progress. There are also a number of problems in the development of the economic belt: the standing of its agricultural development in the nation is descending steadily,the quality of industrial performance is low, restriction due to inadequate infrastructure still exists in the Upper and Middle reaches, export-oriented economy makes slow progress, social development is moving slowly, the environment of the basin does not take an essential turn for the better, and there are many problems in resource exploitation and project construction.更多还原
